Context

In 2024, the City of Moncton, in collaboration with Downtown Moncton BIA, wanted to enhance the visual and symbolic appeal of its City Hall by integrating permanent dynamic lighting. The goal: to transform the building into a living symbol of light, celebrating community highlights, events, celebrations and awareness-raising initiatives through a unifying and universal visual language.

To meet this objective, the project became part of the municipal special lighting program, already in place at other sites, and added City Hall to the list of buildings that can be illuminated in the colors of various causes.

Project objectives

  • Enhance the Town Hall with modern, flexible architectural lighting.

  • Highlight local, national and international events with thematic spotlights.

  • Offer a programmable, sustainable and energy-efficient solution that blends harmoniously into the urban landscape.

  • Encourage citizen participation through a public request process that allows organizations to propose colors and dates.

Solution implemented

  • Products installed

  • BAR LED RGBL spotlights

  • SPO 100 and SPO 180 spotlights from the HALTO range (Leblanc Illuminations), in a discreet grey finish, ideal for color projection and highlighting architectural details.

  • Technology

  • Remote management via app to change colors or launch programs instantly.

  • Lighting design

  • Colored beams accentuate the architectural lines of City Hall.

  • Dynamic palette of colors to symbolize causes or create festive effects.

  • Community integration

  • Online citizen application process (at least four weeks in advance).

  • Color calendars published each month on the City's official social networks (Facebook, Instagram).

  • Implementation: the installation was carried out by a local electrical firm, ensuring technical expertise, proximity and compliance with municipal standards.

Project budget

An overall budget of $40,000 was allocated, covering :

  • Purchase of floodlights and lighting equipment.

  • Custom DMX programming

  • Project supervision and technical implementation.

  • On-site technical support during installation and commissioning phases.

Results

  • A beacon of identity: City Hall becomes a powerful symbol, capable of lighting up in the colors of local, national or international causes.

  • Lively programming: monthly color publications (e.g. World Awareness Day, local holidays, community causes).

  • Civic pride: the projection of the Acadian flag on the façade is a nod to the local population's identity.

  • Flexible, durable technology: thanks to RGBL LED spotlights and DMX management, the City has an installation that's easy to control, maintain and adapt.

  • Continuity: in 2025, the system is fully active and in use, with new programming (e.g. green and white for paramedic graduates in August 2025).

Conclusion

This project illustrates how a dynamic lighting infrastructure can go beyond mere aesthetic enhancement to become a vehicle for civic communication. Moncton City Hall is no longer just an institutional building: it is now a living light, capable of reflecting the diversity, solidarity and pride of an entire community.
